regarding using 2-way radios for "criminal activity" just prior to the inauguration when the Ferguson protestors had 2-way radios on their Amazon registry which they couldn't use legally on amateur frequencies or business band frequencies without the proper licenses. And radios did end up being used to create harmful and deliberate interference on Ferguson and STL County PD's VHF radio systems.
