The grumbling I've seen is either one of two things:
1) Pointing out the hypocrisy of the leftists cheering biden on in his effort to rule by executive fiat when they just spent 4 years claiming trump was a dictator.
2) trump indeed, over 4 years did sign too many executive orders, but what were the substance? In 4 years his EOs didn't put 70K workers out of work, waste american taxpayer money on crappy climate change accords...and so on.
All of this BS EO crap is because congress hasn't done their damn job in 50+ years.
