Joe forgot to mention the time lag

During the campaign, Joe promised to end the country's reliance on fossil fuels and move it to clean energy. He told everyone that those who lost their jobs in the fossil fuel industry would find new high paying jobs in clean energy.
Joe has started the fossil fuel shut down, see Executive Orders on the Keystone pipeline and oil/gas leases on Federal lands. And it seems the job losses have already started, i.e. about 100K for Keystone and perhaps aother 200K due to the leasing order.
Unfortunately, all those new high paying clean energy jobs don't seem to be available yet. Wonder who will support these newly unemployed folks until they do. The folks do have to eat.
