Here's an idea....instead of penalizing law-abiding citizens how about they get really tough on gun crimes and stop letting people out on a signature bond with a GPS ankle bracelet? How about using long prison sentences for crimes where firearms are used? How about 2nd offenses are their last offense because their dumb ass is going to sit in prison for the rest of their natural life?

But no, feel free to tax and inconvenience law-abiding citizens so that the hobby of shooting is so astronomically expense only the elite can afford to go to the range.
