Industrial Attraction Tax Incentive (I provided for these for companies when I worked at DED) - these are tied or locked into the NUMBER of jobs created. Company needed to create/offer X number of jobs at X wages that will last X years to quality for the tax incentive.

Trickle Down - Tax cuts for rich folks with NO requirements. State cuts taxes in hope of investment versus being TIED to proven job-creating investments
