His assertion does make sense, though, given the number of doctors who felt HCQ was a major benefit and how hard the powers that be fought against it.

Also, I gave you the criteria as per the FDA website on the topic. It wasn't explicit as to whether other vaccines were the only alternative, but that would not be very logical, of course.

If there is some deadly disease that could be neutralized with antibiotics, for instance, it would hardly make sense to approve a relatively untested vaccine for emergency use for that disease. They could use existing treatments and wait for all of the testing to be finished.
