Locks NYC and his state down over the virus blames Orange man. As soon as EC votes are confirmed he's now on the "lets open everything back up" train.
Then when people do go back to NYC as normal and you ask a local how he and deBlasio handled it they will say "great" and blame the orange one for shutting it all down and praise Older Fredo and his lover Bill for working hard to open things up.
