All distribution is controlled by government. Priority of use is controlled by government. If government changes its mind, local branches must put things on halt until new directives are sent.

Here in MN, they have literally stopped giving vaccines awaiting for instruction. We saw a bit of this in the testing phase as well.

Of course the super rich will either cut in line or find other means (see sports leagues).
