Trump HAS installed lots of his own people throughout defense and intel. I am not saying that caused a non-response but this apparently was widely discussed and planned on the web. It is not impossible that folks on the inside fearing retribution from a a man who derives orgasmic levels of pleasure punishing people might have sat on preparing. I don't know.
