If it is society, then why are all the other counties open?

I hope that the state legislature passes that law that takes these decisions away from the local level. there is no reason for a county executive or a mayor - like the one in Belleville threatening to shut down businesses then gets caught eating at Rigazzis - to have that kind of power.
