How much of it is authority vs a perceived problem

that needs to be solved? Maybe it is the same thing....but the one thing I see in common is the rallying point is around problems...and someone comes forth with the "solution".....and while all other problems can be solved by the market...for some reason...the problem in front of them requires this great leader to take everyone's resources to solve it.
I know I was always in the camp....of .."if we only elected the right person to solve it"...and then after seeing maybe the problem solved a bit, but more problems arise...or never solved at all because it was kicked down the road...over and over and over...I just gave up on that being the solution.
