weather an already incredibly contagious virus is.... contagious.
I'm also willing bet folks adhere to wearing a mask less while they're working.
The graph does show the mandate did have an impact, but with the colder weather and forcing folks into closer quarters, you need more than a mask. Like the experts have been saying... mask up and practice social distancing.
Also anyone with half a brain knew that October, November, and December were going to be bad because those months contain holidays that families and friends have gatherings for.
