Publicicy stunts with fake injection of vaccine

The plunger on the syringe was already fully depressed before they even started. The black rubber piece that pushes the liquid out never moved. They issued a statement that the nurse received a second injection to make sure he received it. How safe is that even if true? WTF is going on here?

You can clearly see liquid running down her arm. That simply doesn't happen with a legitimate injection.
Are all of these 100% publicity stunts? Makes one wonder why they would fake something like this.
