Did a communist spy know the congressman was about to assume oversight of the CIA?

Swalwell was assigned to the House Intel Cmte. by Pelosi when never-Trumper Paul Ryan was Speaker and virulent anti-Trumper Mike Rogers was Cmte. Chairman. Both Ryan and Rogers would have to have signed off on the appointment. This was after the FBI warned Swalwell about his Chinese spy mistress. I bet both parties have ample reason to tamp down Swalwell's China scandal.
