Not all at the same time as they are expecting severe side effects which would keep people from being able to work. So they are trying to figure out a way to stagger the vaccine to health care workers so they aren't all sick from the vaccine at the same time. This creates a tougher problem with the two-dose regimen administered over the course of 3-4 weeks. As a result, many healthcare workers will be waiting for a number of months.
