is it allows for competing ideas and theories to be accounted for as well as new information.

I had a friend who was upset that every state had a different strategy and he thought we needed a national strategy...I said the state one is actually better...because it allows for different strategies to be tested and shared...and what if the national strategy is wrong...then we are all fcked.
