There is a logic problem there

if you are in a high-risk category and get the vaccine then you KNOW that you are protected (with whatever degree of certainty that is). If you are in a high-risk category and don't get the vaccine (yet) then you are relying on a group of millions of 18-35 year olds to get the vaccine.
If the goal is only to stop the spread, the 18-35 approach might make sense. But I think the near term goal here is to minimize deaths in the high-risk categories first, then address the broader issue of community spread.
