fact that it is a mere fraction of the total population is vastly more efficient.

I get what you are saying, but vaccinating 40 million is a hell of a lot faster and can be done more efficiently than vaccinating 112 million.

If the goal is to prevent death.

If the goal is to prevent the spread, you vaccinate the % of population spreading it the quickest.... but 65 and older are still spreading it too... and they are the % of the population dying from it.
