First, if the Biden administration were to pursue that it would consume his Presidency. Nothing else would be accomplished.
Second, you don't take on a guy who got 73 million votes (perhaps more) when a big chunk of those votes believe you've "wronged" him.
Third, a case against Trump would very likely still be pending when the 2024 election rolls around. A criminal case against Trump will very likely motivate and unify the GOP to the point where it rolls not only to the Presidency, but to control of Congress, both the Senate and House. The Dems care more about staying in power than "convicting" Trump.
