be detectives, lawyers, and judges. then unsurprisingly when **** like this happens everyone is outraged when the system designed to circumvent the established legal process, fails.

WHAT??!?! you mean a random HR lady can't effectively perform the duties of a trained criminal investigator, and a school's athletic department isn't equipped with all of the tools, resources and personnel necessary to investigate and prosecute criminal cases? who would have guessed that?
