They hire criminals and pay them.
They operate in areas with compromised Mayor/DAs and sometimes Governors.
After committing crimes their terrorists are released within 24 hours so they can do it all again.
It's simply not smart to go into these areas at this time, until the condition of chronic and planned crime has been handled.
