the result of taking total votes over registered voters. The total votes on the top of the fraction is the actual vote count. The total registered voters is the total number of voters registered BEFORE election day. Wisconsin allows same day registration, and this year had large same-day numbers. So that fraction is comparing two different things.
At some point they'll revise those % by changing the denominator to the registration numbers AFTER election day, and the percentages will drop substantially.
This has been explained on this board several times before, and by WI election law experts all over the internet.
