there were two Senate races: Why did more GA residents vote in one race than the other?

I would guess that some were confused (voting for two) - or just didn't like either candidate. There may have been ballots with Biden OR Trump and only one Senate candidate selected.

One can't assert that there were votes 45k votes for Biden that had no down candidates selected. There could have been 45k votes for trump that had no down candidates selected.
