not allow the processing of received mail-in ballots prior to election day.
If a PA resident mailed their ballot, how would the poll worker know that it had been received?
Do they give a provisional ballot and then have to x-reference it? idk....
The OBVIOUS answer is that if you're going to go wait in line, then why would you request a mail-in ballot. Seems like one's intent would be nefarious to begin with.
