They clearly anticipated that the fat Donnie administration would take credit, as they had an immediate response ready when they inevitably did. And it's certain to me that they would not have wanted to be used as a pawn by fake news reports which might've boosted fat Donnie by him taking incorrect credit for their vaccine work
