honestly, if you want to "solve" it you could do the following.
1. Make the benchmark for a "positive" test more stringent. Right now the bar is very low for what results in a positive case. You could literally cut CASES (they love cases) in half overnight with a slight of hand.
2. Want to control deaths? Simply incentivise the doc's in the other direction so they quit over marking deaths as C19.
Do those and Dementia Joe will have this **** solved. Mask mandates will continue however. Because thats the NEW NORMAL.
