outside of the context of the first century to say God appoints all rulers personally.
It ignores the history of violent Jewish revolts against governments that went wrong because God did not bless them. Look what happened a decade after Paul wrote Romans? The Jews revolted against the Roman empire and Jerusalem was destroyed. They didn't listen to Paul. The new congregations did.
It ignores the guidance of Romans 12 how to deal with persecutors, like the Roman Empire. It is a warning from Paul to the congregations to not be violent revolutionaries against governments, but trust in God as God has authority above all.
