If the changes were made by the legislature then they are probably valid. They have the power to change how elections are run in their states.
If the changes were made by a worker at the election board or decreed by a random judge they would not be valid.
At this point, it does not really matter. Even if Trump's people prove laws were broken there is no possible way to remove the tainted ballots at this point. The only remedy would be another election which no judge would ever consider.
