For the sake of simplicity, let's say the US GDP was 100 in Q1.
A 31.4% drop in Q2 would put the US GDP at 68.6.
A 33.1% increase from 68.6 in Q3 would be 22.7 for a total US GDP of 91.3.
91.3 is 91.3% of 100. Not 97%.
