a lot of things make sense to you that are complete gibberish to everyone else.

There are three possibilities with Rask

1 He partook heavily of the '60s and burnt out every synapse in his brain.

2 He had a serious head trauma

3 He had a complete mental break, possibly right after the '16 elections.

I have never really figured out which one it is. When he is spouting his political drivel I lean to number 3. But when he starts trying to get philosophical I start leaning towards number 1.

Whatever the cause the guy no longer has a fully functional brain.
