Property that's worth $5m gets "appraised" for 5-10x that.
That's one of the irs' hot button issues - everyone knows that it won't fly. They've shopped for a "bad" appraiser that will say it's worth whatever # the promoter is looking for (ignoring comparable sales/actual fmv.)
