The first step is someone would have to step forward and say that the spending in illegal and bring forth a lawsuit...this may or may not have been done in the past.
One very specific way of doing it is for a Justice (or group) so signal some sort of concern around it to help invite cases to start the process.
Obviously this would have to go through a multitude of lower courts first, but if they have signaled this is a problem, it will eventually get there.
There might be a more direct way of challenging it if a Congressperson (say someone like Rand Paul) challenges it...I am not sure).
Some other indirect ways could be around taxation bills, or even how the Fed operates, or debt use.
spending bills are laws...but the Supreme Court, in theory could basically say one law is unconstitutional and give the reasons and basis for that..and it would over time mean anything similar would be as well.
will it happen anytime soon...absolutely not...but this is a discussion board nonetheless
