and the residents there accelerated the number of police that were retiring, or hindered the quality and numbers of prospective new recruits?

Were they paying overtime or extra pay because of the adverse working conditions?

If so, then the same level of funding could be the functional equivalent of reducing funding.

Then too, the laxity of the judges and prosecutors as well as the overall lawless climate may well have emboldened those inclined to lawlessness, no?

Or what is your preferred hypothesis for the crime spike?
