The method doesn't make it less important for the implementation of the ultimate goal.
You want a less powerful police force as part of an authoritarian plan so you can replace them with your own, party supporting, force that can threaten to take away people's freedoms without due process and strengthen your cause.
Cops aren't great, but they're just doing a job based on how the government tells them to do it. If you're not sure your platform will fly with the people that have promised to uphold the law, you eliminate them and replace them with more pliable people.
