Certainly, but in order to compete with relatively cheaper American goods the Chinese importer will be forced to reduce his prices. Therefore, the cost to the American consignee does not increase, as the income of the Chinese importer decreases. The net effect is that China pays the tariff.

Please explain why this message is being reported.
