He doesn't know anything and doesn't have the capacity to either learn or remember. He isn't lying, what he is saying is his belief at that given point in time. It just has no relation to reality and isn't based on any kind of information or learning because he is a massive imbecile.

I don't think he is racist. I don't think he tries to be corrupt. I don't think he intentionally panders to bad people. He isn't purposefully lying. He is just an imbecile impossibly in over his head and with no emotional or intellectual maturity. He is doing the best he can, which of course results in him failing to absurd degrees.
