evictions until 10/2/20. This is an extension of a previous order.

I find this fascinating and troubling. I can't imagine how this judge has the legal authority to do this. These aren't cases before him. He is just issuing a blanket order to halt evictions on cases that have already been adjudicated in favor of the landlord. On the other hand, who is going to stop him? I have to believe the mayor and others convinced him to do this because under Missouri's non-partisan court plan, he's pretty much untouchable. Not sure when he's up again but he will be on the ballot to be retained and renters out-number landlords obviously. It's no skin off his back.
Landlords meanwhile are totally screwed because even if they already have a judgment, they can't evict non-paying tenants. And they still have bills to pay (likely mortgage, insurance, taxes, often utilities, maintenance). And the tenants knowing they can't be evicted, are likely not to pay anything unless they have enough to pay it all so they can stay when the evictions can finally go through. I realize part of it is to get some of this federal money to tenants to pay back rent, but there won't be enough to go around. No way these landlords are going to be made whole. It was just randomly decided that they must deal with the brunt of this fake pandemic economically.
