from the person doing the hiring against the cost of hiring the person. If you do not bring value to the business you are gone/not a candidate. Ask yourself why it is perceived that a community in general does not risk the investment by those doing the hiring.
Why does this affect one community more than another?
If you only bring low value you will only receive low wages.
