Well, we know why. Additionally, that was the entire purpose of the Clinton Foundation. To create a mechanism to collect foreign cash to support their and their flunkies' non-government paid activities. It is difficult to maintain a continuous campaign staff without government jobs to sustain them between campaigns. That's where the foundation came in to play.
