so they can assault from inside a crowd with relative confidence that they won't be identified and caught. If that same person fired a gun at the cops, the crowd would scatter and leave zero doubt who needs to be taken down.
As a result, the coward chooses to use the 'human shield' strategy and assault with nearly zero chance of being identified and punished for his crime.
