Biden is running a low stress campaign, relatively free of risk of exposing his mental limitations. His speeches are taped in private, without a crowd or other distractions. There were no glaringly obvious gaffes, he didn't stumble over words and he didn't go off prompter. However, it was low energy and uninspiring and given the low ratings it was unlikely to sway independent voters.
