when something clearly is done wrong.
They are rewarded for giving out fines and arresting people. Blacks have the least amount of resources and connections to defend themselves.
The entire system is broken, but like so many other things...war on poverty, war on drugs, war on terror, and now war on voting politicians use tiny splices to fixate on based on how they can market such information.
