But his stimulus basically gave full support to what the governors and local officials are doing. On top of that, he created a new stimulus on his own.

Until he backs off of his support, both directly and indirectly, he is as much to blame for this as the governors, in my opinion. It is funny that the Dems fail to acknowledge that because he has issued no national mandate, even though he (through CDC) has given all of the guidance on how to do the mandates. If this guy comes in and changes CDC/gov't guidance, I would be all for it...but I am doubtful.
