heroic actions are generally ones where an individual exposes him or herself to a high degree of risk of personal harm. My understanding is Kyle in performing his sniper duties was on a number of occasions in situations in which he was in personal danger. Accepting a high degree of personal danger, danger of being killed, in order to do one's job fits virtually all the definitions of heroic actions.
