A new standard should be established that any neighborhood with unacceptable crime rates is subject to complete shut-down.

That's removal of all citizens to another part of the country and razing of the zone.

Criminals need to go to jail, but neighborhoods guilty of breeding criminals should not be allowed to stay together.

It's no different than a 'asylum' situation in any country around the world.

Intolerable living conditions should not be tolerated.

Either get your neighborhood together or risk losing it.
