The EO is not defunding anything.. merely delaying the payment and absolving the taxpayer of any penalty or interest.
The EO clearly states that it will require legislative action "to eliminate the obligation to pay the taxes deferred pursuant to the implementation of this memorandum."
BRILLIANT move by Trump! It paints the Dems into a corner if they work to collect the payment from 'middle class taxpayers'....
