before anything was passed, The Fed (working with the Treasury) did a couple things.

Lowered interest rates to essentially zero

Set up extra Capital for the banks to use to put out loans or cover pending losses the banks may incur due to the shutdowns

I am sure more was done, but cannot remember all of it.

Then next came the $6trillion surplus meant for small businesses (but poorly defined by both the law and the regulation) which then went to a number of larger businesses.
