You can't pretend Biden will be running the country, ergo, your conclusion nothing will get done is a false premise. If Biden is elected, and the dems take the Senate, we'll see a very significant shift to socialism. And it will bankrupt the country very fast and lead to a worldwide depression like you can't imagine.
