A pile of bulk ammonium nitrate can be set off by something as simple as a can of diesel fuel, kerosene or light grade hydraulic fluid and an ignition source, such as a blasting cap or commercial grade fireworks. It doesn't take a missile with a high explosive warhead. All you really need is combustible fuel oil and sudden ignition to set off a sudden chain reaction.
