This mentality is prevalent in government circles and has been for quite some time. Supervisors and program administrators typically won't tolerate incompetence and poor performance, unless the employee is a member of a group perceived to have been 'marginalized and oppressed'. In that case no one bothers them and they can pretty much hole up in their offices and play act at working. Not all, certainly but enough that it doesn't escape notice.
